The matter of biological byproducts exploitation is discussed in the Czech Republic for several reasons. One of them is a necessity to reduce the amount of biodegradable waste dumped in a disposal site and another one is an effort to increase the exploitation of renewable energy sources for both electric and heat energy production.

Many Central and Eastern European countries are under pressure because of their accession to the European Community (EC) and the related demands e.g. to reach the necessary standards of infrastructure especially regarding the environmental sector. Similarly, Eastern European states that are (currently) not willing or prepared to join the EC such as Ukraine or Russia are starting to develop a national waste management infrastructure.

This article examines recent developments in feed-in tariff (FIT) law for solar photovoltaic (PV) electricity generation in selected jurisdictions. In particular, legal and policy issues surrounding capacity capping and closure of FIT schemes to new entrants are examined at a conceptual level. The need for downward adjustment of FIT rates is discussed. The application of capacity caps in Australia, Spain, France, Czech Republic and the UK is examined. Characteristics and examples of best-practice and worst-practice amendment of FIT laws for solar PV are identified. It is found that caps are a blunt instrument for constraining the impact of FIT on electricity prices. The alternative of tariff degression is discussed.

The structure of the gas sector in Poland is monopolized by the Capital Group of the Polish Oil and Gas company. The company’s main areas of activity are: exploration, exploitation of natural gas and crude oil, as well as import, storage, marketing and distribution of gas and liquid fuels. Natural gas comes from two sources – imports (68 %) and domestic production (32 %). Natural gas is imported mainly from Russia. Small amounts are also imported from Turkmenistan, Uzbekistan, Germany, Ukraine and the Czech Republic.

ENVIROS s.r.o. (Prague) together with the companies VHS Brno and IRG Philippines is involved in the project in the Republic Philippines. The project is in the framework of solving environmental issues in the Philippines and is part of the Czech Republic’s Development Cooperation Programme of technical assistance administered by the Czech Ministry of Environment. Naga City has approximately 140 thousand inhabitants and produces daily some 70 tonnes of waste. The municipal dump site, which dates from 1935, is in the close proximity of Naga River and does not fulfil the requirements of the “Ecological Solid Waste Management Act” from 2000 (Act No. 9003).

The Czech Republic has been a party to most of the important multilateral international nature conservation and biodiversity protection agreements. In 1992 there was adopted the Act No. 114/1992 Coll., on nature conservation and landscape protection.
