Brazil: Bill Proposes Strict Fines for Improper Waste Disposal

On April 23, the Chamber of Deputies approved Bill No. 580/22, which provides for the imposition of fines on anyone who disposes of waste on public roads or in other unauthorized locations.

According to the text, offenders may be held civilly and administratively liable for environmental damage resulting from these actions. The fine will be calculated based on the amount of waste disposed of and the offender’s financial capacity:

• Individuals: 1 to 100 minimum wages 
• Legal entities: 5 to 100 minimum wages 

Currently, the minimum wage in Brazil is R$ 1,610 (approximately US$ 320).
The bill also amends Law 12.305/2010 (PNRS), which establishes shared responsibility for the product life cycle among citizens, companies, and the government. The amendments reinforce accountability for the improper disposal of waste.
The bill will be sent to the Federal Senate and, if approved, will proceed to the President of the Republic for signature or veto.
